A backflow prevention device stops contaminated water being drawn back into the potable supply. Installed devices must be inspected and tested annually by a certified backflow tester, with results submitted to the water department. The requirement applies to most commercial systems and to many residential ones with irrigation or a secondary supply.

## What the code actually says
Install a device, or the supply stops.
Florida Administrative Code 62-555.360(3) provides that upon discovery of a prohibited cross-connection, the water department shall either eliminate the cross-connection by installing an appropriate backflow prevention device, or shall discontinue service until the contaminant source is eliminated ([Florida Administrative Rules, 2026](https://www.flrules.org/gateway/ruleNo.asp?id=62-555.360)).
That is a materially different enforcement posture from most plumbing regulation. There is no fine tier to work through and no grace period written into the rule — the remedy available to the utility is the supply itself.
For a restaurant, a medical practice, a salon or any business whose operation depends on running water, the practical translation is that a lapsed certification is an operational risk rather than an administrative one.

## Who can test it, and what happens to the result
A certified tester, and the county keeps the record.
Testing must be carried out by a certified backflow tester rather than by general plumbing staff, and the certification is specific to this work.
Results go to the water department rather than staying in your own file, so the record of compliance sits with the utility. That is worth understanding: your obligation is not discharged by having the test done, but by having the result submitted.
Because the interval is annual and fixed rather than volume-driven, it is the easiest of the commercial obligations to plan around — and consequently the one most often missed, because nothing about the device changes to remind anyone.

## Where cross-connections come from
Usually from something added after the building was signed off.
A cross-connection is any point where non-potable water could enter the drinking supply. In commercial settings the common sources are irrigation systems, chemical dispensers, boiler and cooling loops, carbonation equipment, and hose bibs with attachments left in place.
Most are introduced after the original build, which is why a building that passed inspection years ago is not thereby compliant now. Equipment gets installed, and the device that protects the supply is not always installed with it.
An annual test is also therefore an annual survey. It is the only routine occasion on which someone looks specifically at the boundary between the potable supply and everything connected to it.

## How much does commercial backflow testing cost?
A test is a small annual line item. What varies is what happens when the device fails it.
Commercial backflow testing typically runs $167 to $587 per device, averaging around $287 ([HomeYou, 2026](https://www.homeyou.com/backflow-testing-cost)). Residential devices are lower, $89 to $218 with an average near $143 ([HomeYou, 2026](https://www.homeyou.com/backflow-testing-cost)), and across all device types the range quoted nationally is roughly $30 to $300 per device depending on location and whether the test finds a fault ([HomeGuide, 2026](https://homeguide.com/costs/backflow-testing-cost)).
The test itself is not where the money is. It is a gauge, a short procedure and a certificate. The number that matters to a facilities budget is what happens next if the device does not pass.
Repairs on commercial assemblies typically run $200 to $700, with minor leaks around $100 to $250 and complex faults exceeding $700 ([Pacific Backflow, 2026](https://www.pacificbackflow.com/post/cost-to-repair-a-backflow-preventer)). ## What happens if the device fails the test?
In Florida the remedy is not optional. The device is repaired or replaced, or the water service is discontinued.
This is the part that separates backflow from ordinary maintenance. Under Florida rule, where a cross-connection is identified the remedy is to install an approved backflow device or discontinue service ([Florida Administrative Code 62-555.360, 2026](https://www.flrules.org/gateway/ruleNo.asp?id=62-555.360)). There is no third option in which the situation is noted and left.
For a commercial operator that makes a failed test an operational risk rather than a repair ticket. Water service is not something a restaurant, a medical office or a food processor can be without for a day, so the sensible posture is to know the condition of the device before the annual test rather than to discover it during.
The practical version: test on a schedule you control, keep the certificates, and treat a device that is drifting toward failure as a planned replacement rather than an emergency one. The cost difference between those two is entirely a function of timing.

## Why does a commercial property need backflow protection at all?
Because the building connects the public water supply to things that must never enter it, and pressure does not always flow the way it is supposed to.
A backflow preventer exists for one scenario: the direction of flow reverses. That happens when supply pressure drops — a main break, heavy draw from a hydrant, a pump failure — and the pressure inside the building briefly exceeds the pressure outside it. For that period, anything connected to the plumbing can be drawn back toward the public supply.
On a commercial site the list of things connected to the plumbing is long and frequently unappealing. Irrigation systems with fertiliser injectors, boiler circuits with treatment chemicals, dish machines with detergent, carbonators, cooling towers, mop sinks with hoses left submerged. Each of those is a cross-connection unless something prevents reverse flow.
That is the whole reason for the annual test. A backflow assembly is a mechanical device with springs, seats and check valves, and it fails in ways that are entirely invisible from outside. It looks identical whether it is protecting the supply or not, which means the only way to know is to test it.
The regulatory position follows from the risk. Where a cross-connection is identified, the remedy under Florida rule is an approved backflow device or discontinuation of service ([Florida Administrative Code 62-555.360, 2026](https://www.flrules.org/gateway/ruleNo.asp?id=62-555.360)) — the option to note it and continue does not exist.
For a facilities manager the practical framing is that this is not a plumbing maintenance item that happens to be regulated. It is a regulatory obligation that happens to involve plumbing, and the difference shows up in how a missed test is treated.

## What does the annual test actually involve?
A certified tester, a differential gauge, a short water interruption, and a certificate that has to be filed rather than kept.
The tester attaches a differential pressure gauge to the test cocks on the assembly and closes the shutoffs in sequence, checking each check valve and the relief valve against defined tolerances. The whole procedure takes minutes on an accessible device in good condition.
It requires a brief interruption to the water served by that assembly, which is the part worth planning. On a restaurant or a medical office, ten minutes without water is trivial at the right time of day and disruptive at the wrong one, so scheduling matters more than duration.

## What happens between a failed test and a resolved one?
Repair, retest, refile. The sequence is short, and the risk is entirely in how long it takes to start.
A failure identifies which component is out of tolerance — usually a check valve or the relief valve — and in most cases that is a rebuild rather than a replacement. The practical way to avoid the whole sequence is to test earlier in the year than the deadline requires. A failure found with weeks of margin is a scheduled repair. The same failure found on the deadline is an urgent one, at urgent rates, with an operational consequence attached.
Keeping the certificates together matters as much as obtaining them. A device history showing consistent passes, one failure and a prompt resolution is a strong position. The same history undocumented is indistinguishable from neglect.

## Which devices on a commercial site need testing, and how do you find them all?
More than most operators expect, and the ones that get missed are rarely the obvious ones.
The main assembly protecting the building supply is the one everybody knows about. It is usually the largest, usually the most accessible, and usually the only one on the file when a site has never been surveyed properly.
Irrigation is the most commonly missed and among the highest risk, because an irrigation system connects the potable supply to standing water in soil, and any fertiliser or pesticide injection makes that considerably worse. On a commercial property with landscaping under contract, the irrigation connection is frequently installed and maintained by a different trade entirely, which is exactly how it ends up outside the plumbing inventory.
Fire suppression connections are the second, and they carry their own testing regime that does not necessarily align with the plumbing one. Two separate schedules on the same building is how a device ends up compliant under one and overdue under the other.
Kitchen equipment is the third cluster and the most numerous: dish machines, carbonated beverage systems, coffee equipment, combi ovens and any hose bib where a hose can sit submerged in a mop sink. These are small devices, they are installed by whoever installed the equipment, and they are almost never on a facilities inventory unless somebody has deliberately built one.
Boilers, cooling towers and any chemically treated closed loop are the fourth. The treatment chemicals are precisely what backflow protection exists to keep out of the supply.
The way to find them is a survey rather than a memory. Walking the site once with somebody who knows what to look for produces an inventory that then stays useful for years, and it is substantially cheaper than discovering an untested device during an enforcement conversation.
